Ireland's Wetlands Are in Trouble — and They Are Taking Our Water Quality With Them

Ireland's wetlands filter water, store carbon and buffer floods — but decades of drainage have left them among the country's most threatened habitats. Inside the EU Nature Restoration Law deadline, Bord na Móna's 80,000 hectare peatland restoration plan and the AI2Peat monitoring project.

Before the drainage schemes of the 19th and 20th centuries transformed the Irish landscape, wetlands covered a significant proportion of the country's surface area — not just the bogs and fens that remain visible today but an extensive network of wet grasslands, seasonally flooded river margins, marshes, reed beds and shallow lake edges that formed the transitional zones between dry land and open water. These habitats were regarded, for most of Irish agricultural history, as problems to be solved — land that was unproductive until drained, improved and put to agricultural use. The drainage was done efficiently and at large scale, and the ecological systems that wetlands provide were treated as an acceptable loss in the service of agricultural production.

What that framing missed — and what the science of wetland ecology has since established with considerable precision — is that wetlands are not unproductive land. They are among the most ecologically and economically productive systems in any landscape, delivering a set of services that, once lost, are extraordinarily difficult and expensive to replace. Wetlands filter agricultural runoff before it enters rivers and lakes, removing nutrients and sediments that would otherwise drive algal blooms and the oxygen depletion that kills aquatic life. They store water during heavy rainfall events, reducing downstream flood peaks and protecting agricultural land and infrastructure from inundation. They sequester carbon in their waterlogged organic soils at rates that rival or exceed many terrestrial forest systems. And they provide breeding, feeding and wintering habitat for a remarkable diversity of birds, invertebrates, amphibians, fish and plant communities.

What Wetlands Actually Do

Wetlands are not unproductive land. They are among the most ecologically and economically productive systems in any landscape, delivering a set of services that, once lost, are extraordinarily difficult and expensive to replace. Wetlands filter agricultural runoff before it enters rivers and lakes, removing nutrients and sediments that would otherwise drive algal blooms and the oxygen depletion that kills aquatic life. They store water during heavy rainfall events, reducing downstream flood peaks and protecting agricultural land and infrastructure from inundation. They sequester carbon in their waterlogged organic soils at rates that rival or exceed many terrestrial forest systems. And they provide breeding, feeding and wintering habitat for a remarkable diversity of birds, invertebrates, amphibians, fish and plant communities.

The Irish Waterways Problem

Ireland's waterways are in serious ecological difficulty. Countryside fires increased last year and wildlife and habitats are continuing to decline. The loss of wetland buffer zones along rivers and streams — replaced by agricultural land that extends to the water's edge — is a primary driver of the water quality deterioration that the EPA has been tracking consistently across its monitoring programme. When intensive agricultural land borders a watercourse directly, rainfall events carry nutrient-rich runoff directly into the water, driving the eutrophication — excessive nutrient enrichment — that is one of the most common causes of poor ecological status in Irish rivers and lakes. The results are visible: rivers that run bright green with algae in summer, lakes that periodically produce toxic blue-green algal blooms, freshwater fish populations that have declined dramatically in affected catchments.

Ireland's Special Protection Area network encompasses more than 597,000 hectares of marine and terrestrial habitats — a significant protected area estate on paper, but one that the Article 17 Report findings confirm is not sufficient, by itself, to halt the decline of wetland habitats. The degradation of wetland habitats within Special Areas of Conservation — which are legally protected under EU law — reflects the continuing challenge of enforcement: the gap between what the designations require and what is actually happening on the ground, particularly at the boundary between agricultural land and protected wetland.

Turloughs: Ireland's Unique Flooding Wetlands

Among Ireland's most ecologically distinctive wetland types are turloughs — seasonally flooded limestone lakes that appear in autumn and winter as water rises through fissures in the karst bedrock and disappear again in spring and summer as that same water drains away. Found almost exclusively on the island of Ireland, turloughs support a distinctive plant and invertebrate community adapted to the cycle of flooding and drying — including specialist plants, rare moss species and invertebrate communities that exist nowhere else in Europe in the same form.

The majority of Ireland's turloughs are in the west — in County Galway, County Mayo and County Clare, in the karst limestone landscapes of Connemara and the Burren — and many are formally designated as Special Areas of Conservation under the EU Habitats Directive. Their conservation status is, however, consistently assessed as unfavourable, reflecting the pressure from surrounding agricultural land, changes in grazing regimes that alter the vegetation structure, and the effects of groundwater quality changes on the distinctive communities they support.

The Peatland Restoration Programme

One of the most ambitious dimensions of Ireland's current biodiversity programme is the large-scale restoration of degraded peatlands — raising water levels in drained bogs, removing drainage infrastructure, and allowing the slow, multi-decade process of Sphagnum moss recolonisation that gradually rebuilds the structure and ecological function of a working bog. Bord na Móna, the semi-state body that cut peat for electricity generation for decades, has committed to restoring 80,000 hectares of its former peatland estate — a programme that, if fully delivered, will represent one of the largest ecological restoration projects in European history.

The restoration work involves blocking drainage channels with peat dams, removing invasive vegetation, and monitoring water table recovery over seasons and years. It is slow, painstaking work with results that are measured over decades rather than years — but the science is clear that restored peatlands, given sufficient time and appropriate management, do recover measurable biodiversity value alongside their carbon sequestration function. The AI2Peat project, a collaboration between UCD's School of Earth Sciences and School of Computer Science, is developing AI tools specifically to support peatland monitoring at national scale — tracking vegetation change, water table fluctuations and carbon flux across the vast restored peatland estate in a way that would be impossible through manual survey.

What the EU Nature Restoration Law Requires

Ireland's wetland restoration ambitions are given additional urgency by the EU Nature Restoration Law, which entered into force in August 2024 and requires member states to put in place restoration measures covering at least 20% of the EU's land and sea areas by 2030. Ireland is required to submit its National Nature Restoration Plan to the European Commission by September 2026 — a deadline that is now two months away and that will require the government to commit to specific, measurable, time-bound wetland and habitat restoration targets across a range of ecosystem types. Wetland restoration — both peatland and riparian — is expected to be a central component of Ireland's submission.

The Bottom Line

Ireland's wetlands are among its most ecologically important and most threatened habitats — providing water filtration, flood regulation, carbon storage and biodiversity support that has never been more valued and has never been under greater pressure simultaneously. The combination of the EU Nature Restoration Law deadline in September 2026, Bord na Móna's 80,000 hectare peatland restoration commitment and the growing AI-supported monitoring capability through projects like AI2Peat gives Ireland both the obligation and the emerging tools to begin reversing decades of wetland loss at meaningful scale.
